FRM designation is granted only if you have 2 years of relevant experience in Financial Risk related domain e.g. you could be a developer/BA for Market/Credit/Operational risk systems with Financial products pricing & calculation knowledge, or a Loan/Mortgage Risk officer in a retail bank, or a credit analyst in commercial/wholesale banking deparment, or an analyst in any area of Trade life cycle in an investment bank/ hedge fund/ asset management company and so on.
You could be employed by any company (financial/IT/consulting/Commodity/conglomerate) but should be working in their Fin Risk department or in an area where you have to deeply interact with the Risk department affecting and/or affected by your/their tasks/actions.

To give you a vague idea,let me provide you some salary ranges.From what I have seen through my experience in recruitment,the range of salary of MBA graduates from tier-A colleges(I mean IIM's) with two years experience is 18–60 lakhs. The range is high because even in tier- A colleges there are clear rankings on the reputation and starting salary depends on the reputation of the college.There are obviously few exceptions.But this can be a general range in all domains.
The salary range of MBA graduates from tier B colleges after 2 years experience will be 10–25 lakhs.Likewise,graduates from Tier C colleges might get 5–10 lakhs.
I should admit that these figures are just my personal assumption from my experience. It might be wrong as well as I don't have any factual proof or research support.However,as the salary of a MBA graduate mainly depends on the college,industry,company policy and individual capacity,a detailed study has to be conducted to answer your question accurately.

Now, let’s talk some specifics.
You are Graduate and have a 3 yr work experience.
If you think you are not happy with where you are, then you got to find out ‘why’?
No degree (MBA) per say is going make the life any different… if the reasons for your slow career was within you.
Most youngsters think that MBA was some kind of magic wand to pump zest in their OTHERWISE mundane work-life. That’s not true. There are thousands of Tier 2 & Tier 3 Institutes selling you this dream while they cool-ly take away 3–10L fees from your pocket. Then, there are many on-line Executive MBA selling you just Certificates for 3–5L fees. That’s all illusion. You ought to pass the basic employ-ability criteria… as a young recruit. And, no number of degrees are going to be the substitute.
I suggest that you meet a career counselor, take some personality test (learning profile, aptitude test, leadership profile). He will be able to tell you whether you already have the managerial streak.
Make sure that you learn proper English, spoken English, Articulation skills, social skills, basic Excel skills. Make sure that you are well-read and street-smart. In most cases, one of the above is the reason why you are in a lowly job (or unemployed).
If you qualify on the above criteria, then you are the BEST candidate to apply for a MBA.
Most students applying for the MBA have zero work experience (or some dummy work-exp). Actually, MBA is a professional course. And, it is more experiential than academic. You can barely make any sense of what they teach you there if you have had no previous experience with any commercial enterprise. India is one of the few countries where one can join MBA without any work experience.
So, you… with 3 years of work experience… will definitely be a better fit than the most. Then you have Engineers and BSc and BA graduates applying for MBA. I think, the guys with BCom, BBA, BMS are better equipped for MBA than BE, BTech, BCS, BSc, BA. Because they have already studied some aspects of a commercial organisation at an under-grad level.
Make sure that you take the entrance tests seriously. Prepare well. If necessary join a coaching class. Because your MBA would be worth your 2 years… if only… it was from the top-notch reputed Management Schools. And, that’s why the competition to get there is very very stiff.
Then there are thousands of Tier 2 & Tier 3 Management Institutes…. where your passing the MBA… means adding to a large pool of million-plus so-called MBAs… struggling to get there first job for an year n more… and eventually settling in for a salary of just 10–15k per month.
So, there is no stock answer to your question.
You got to make a choice for yourself. And, you will need some counselor to help you decide it right.
Alternatively, you can take the jump… like many many others… blind-folded… and join a MBA School. If you have luck on your side… then your career can ONLY be BETTER than your plain BCom.

The answer is No for China, because a Bachelor’s degree is required working Visa.

The answer to your question is hidden inside your aspirations and your long term goals. However let me guide you through some insights about both of them and I will leave the judgement up to you.
Since you are a fresher, going into MS in US won’t be a big deal for you. If you are inclined to research work in your undergrad,published papers or you have stellar academics then they are add ons to your profile. Please understand that overall profile is pretty important as you go along in your higher studies. Moreover, you are now in the flow of studies. Hence, continuing an intriguing course won’t be that difficult. Sounds good isn’t it?
Let’s now throw some light on what work experience of 2 years can bring to the table. It helps you to learn the tips and tricks of corporate world. It develops your personality, builds up your decision making ability and makes you independent. Say, you are a B.Tech in Electrical Engineering and want to pursue master’s in CS. So, a relevant work experience in IT industry helps you to switch the streams in US. It improves your profile if its not that decent in your undergrad. Most importantly, if you want to pursue job after masters, it helps to increase your chances. But make sure you are in touch with the subjects you want to pursue masters in US.
Now, the crux of my long lecture is,if you are inclined towards research then either you can go for Master’s as a fresher because then you may end up pursuing your PhD too. If you want to switch streams in Master’s,having a relevant work experience might be a good idea.
